And it doesn't even include the fact that the Sundquist administration scammed the federal Medicaid program out of $555 million through an illegal financing arrangment for nursing home care. UPDATE: Matt White says Sundquist isn't to blame for all of TennCare's problems. Matt's co-blogger, "the pinch hitter," blames Sundquist's predecessor, Gov. Ned McWherter, the creator of TennCare.
