Mayor Williams was a relative rarity among Tennessee politicians - he actually believed he was elected by the people in order to serve the people, not to serve the interests of government. If and when a statewide version of the Taxpayers Bill of Rights is enacted by voters as an amendment to the state consitution, it should be named in honor of Mayor Ray Williams.
