WKRN Channel 2 lead its 10 p.m. newscast with the breaking news that Ray Williams, mayor of the small town of Spring Hill, Tenn., died tonight after a massive heart attack. Mayor Williams was a champion of limited government and lower taxes, and lead the city of Spring Hill to adopt the first Taxpayers Bill of Rights in the state, capping property tax rates and requiring approval by voters to raise them. It boosted the city's economy.

Mayor Williams was a relative rarity among Tennessee politicians - he actually believed he was elected by the people in order to serve the people, not to serve the interests of government. If and when a statewide version of the Taxpayers Bill of Rights is enacted by voters as an amendment to the state consitution, it should be named in honor of Mayor Ray Williams. Meanwhile, please keep Mayor Williams' family in your prayers.
