Two things bother me about the Abu Ghraib incident. One is the idea that the enlisted personnel would engage in such activities, knowing the consequences, with the confidence they could conceal them from their superior officers. How did they manage to maintain a wall of secrecy between themselves and their commanding officers? The other is that, in violation of their ethical obligations, medical professionals did not report the abuse which led to injuries they treated. Will they be prosecuted as well? If I were an enlisted soldier charged with the proper care of prisoners, I would think long and hard about committing those acts that I could reasonably know are wrong, illegal, and potentially damaging to all concerned. I would be worried that the prisoners themselves would report my actions to my superiors when they inspect the facility, and would be alert to the fact that the Red Cross or some other organization might drop by.
