Actually, France has pledged about $21 million. That's on top of some $46.2 million pledged by the European Union and contributions from individual EU members states such as Spain, which has pledged about $70 million. But I bet you that, in the end, the largest single donor will be the U.S., especially when you add private-sector giving to government giving.
