A former fish cutter from Nasiriyah, Ahmed Al-Uqaily, 33, drove around town in a midsize, red car spray-painted with anti-Israel and pro-Palestinian slogans. He recorded an outgoing voice message on his home phone that said, in Arabic, ''Down with America.'' Later he bought a van and scrawled anti-war, pro-peace messages across it.The good news: Other Iraqi nationals living urged authorities shortly after 9/11 to keep an eye on him.
