Christ wasn't a head of state, and in fact was quite clear that matters of state and matters of spirit were distinct ("Render unto Caeser..."). Considering that "global cooperation" is what let Rawanda happen, is letting Sudan get away with Arabizing Darfur, and would have let Saddam out from under sanctions, it's not so clearly the best option.
