Grey Davis made voter fraud very easy in California. His administration mae it so that no one at the polls can verfiy if you are from the local district. What has happened in the last two elections is you can walk right up ask for a remediation ballot. Fill it out and drop it in a box. Now this ballot "should" be verified before it is counted, but I am not sure what the standards are to verify the vote. This is how illegals can vote in California.
