Regrettably, the legislature is much more responsive to special interests and causes, who have lobbyists, than it is to the general taxpayer, who does not. If the trend continues and refunds end up being distributed almost entirely to certain groups instead of to all citizens, voters will no longer feel they have a stake in TABOR.Which is probably the goal of the legislature - make voters feel they no longer have a stake in TABOR, so they won't oppose a referendum ending it. Colorado's Taxpayer's Bill of Rights is the benchmark for tax-and-spending limits at the state level. There is some good news out of my future adopted home state: a liberal organization has decided to drop its efforts, for now, to Posted in Taxpayers Bill of Rights
