Bush YearsAmericans gave an average of $182.09 billion to charity per year during the eight years President Bill Clinton was in office, but have increased that to $239.35 billion per year in the three years President George W. Bush has been in office - an increase of 31.4 percent. Charitable giving averaged 1.925 percent of GDP during the Clinton era, and has averaged 2.233 percent of GDP during the first three years of Bush's administration. Compassionate conservatism? The impact of the Bush tax cuts? A strengthening economy? I blame all three. That data comes from the Giving USA 2004 report that I posted about yesterday and earlier today.The report uses Gross Domestic Product released by the Bureau of Economic Analysis on March 25, 2004, and all numbers are adjusted for inflation based on the Consumer Price Index values found for 1963-2002 at www.bls.gov, based on the value of $100 in 2003.
