Over the last 30 years, 27 states have adopted some kind of tax and spending limit, most of them in West and South. Limits on spending are the most popular with 19 states having adopted such restraints. Some limits are statutory, which gives lawmakers the power to change it, and others are constitutional, leaving the final word on changing them to voters.And, contrary to what The Tennessean said, three states - not just one - require at least some tax increases to be approved by voters.
