I don't agree with the state meddling either but I think they should have to pass the TCAP to be considered a high school graduate. I'm ignorant of what the requirements are though so there may already be controls in place. I remember reading a biography in which it was said that to be considered an eductated person at that time, one had to be able to read and articulate one's thoughts in both Hebrew and Greek.
