I don't have a problem with a certificate of need process until I consider the history of the body responsible for carrying out the legislative intent. No certificate of need process for any government purchase has any protective aspect without a clear definition of "need."
Lending institutions go through a process like certificate of need to protect their customers and owners. It is too bad we don't have a certificate of need system to select or de-select more roads, convention centers, stadiums, toll bridges, industrial parks or party bunkers.
Getting rid of the government system of deciding "need" will be good or bad based upon what takes its place. If it is an objective system based upon economic efficiency, then I am all for it. But, if the replacement system is based on emotion, I doubt if any good changes are coming.
