Toothless in Tennessee

The Tennessee AP profiles the Bredesen administration's toothless new public records "ombudsman office." Not only does the office have no actual power or authority, it also won't be getting involved in disputes over state government records, only local governments, because the Bredesen administration wanted it that way.
