Bill, as one who played at least a small role in the IT fight, I can personally testify that Naifeh, et al., would rather slash their wrists than reduce the rate of increase in spending.(That does not translate to cuts in spending.) If they would just abide by the Copeland caps, there would be no problem. The vast majority of dems, and a handful of Rinos share complete blame for any "shortfall".
