Reviving the Discussion

tnflag.jpgDavid Oatney notes that Gov. Phil Bredesen, who earlier this year threatened to "revive discussion" of a state income tax if his plan to increase education funding via a 40-cent hike in the cigarette tax wasn't passed, has trotted out University of Tennessee economist Dr. Bill Fox, one of the main cheerleaders for a state income tax, to testify before the legislature in support of Bredesen's plan. It's just Bredesen's way of underscoring his threat to revive discussion of a state income tax if the legislature doesn't go alone with his cigarette tax increase.

My concern remains that Senate Republicans will cave and allow some form of a tax increase to pass. Over the past few years, on every occasion Republicans have had the opportunity to prove they are different from Democrats and responsive to the desires of the American voter, they have failed and acted like Democrats, or worse, liberals. Look at how House Republicans have lined up to "take home the bacon" using excess tax revenue.

I remember that the last time people took the advice of Dr. Fox, they "invested" in a convention center in Knoxville. After a few years of performing below expectations, they ended up rescuing the project with a car tag tax to spread the mistake around to the whole county. The visitors didn't pay for as much of the project as planned.
