Busting the Cap, Again

tnflag.jpgThe Tennessean reports that Tennessee state government "could have more than a half-billion dollars worth of higher-than-expected revenue collections by the time the budget year ends in June, according to projections presented to the State Funding Board on Monday." Regular readers of BillHobbs.com are not surprised by this news.

And what will happen to that money?

It will be spent. Even if the governor has to ask the legislature to break the Copeland Cap to spend it. Oh, wait. He already did and the legislation is pending, ready to be amended with how ever much additional spending the giant surplus enables. The only question now is, by how much will Bredesen ask the legislature to exceed the Copeland Cap?

Ah, yes, we had a good one in 2004 in Virginia. Mark Warner (D) told of how the Commonwealth of Virginia was in a "budget crisis." he got his fellow Dems and a few RINOs to raise our sales tax from 4.5 to 5% (the Virginia Senate leaders are all RINO). Warner didn't give much in the way of supporting statistics. Right after it all passed, it turned out we had a surplus. We are still stuck with a higher tax rate, and spending growth that easily exceeds inflation and population growth under Warner's successor, Tim Kaine. Yes, all these surpluses get spent.

Misery loves company, I guess.
