Tax Freeze from Hell

This is what happens when your property taxes are so high that no one can justify building new buildings. You have to freeze the taxes of anyone willing to build or expand. This transfers their tax burden to everyone else causing taxes to go even higher making it even more difficult to get anyone to build new buildings without even larger tax incentives, etc, etc etc.

Making hard decisions about spending so everyone can have lower taxes? Priceless.
