Editorial Slams "Incumbent Protection" Bill

The Saturday Tennessean has an editorial criticizing the state legislature for passing an incumbent-protection bill, but it doesn't mention the corrupt way that it was passed by House Speaker Jimmy Naifeh. It shouldn't be ignored because Naifeh has a habit of breaking the rules.
